Indeed, the Congress of Coahuila, very close to Texas, has approved amendments to the Civil Code, which includes an amendment on marriage and adoption allowing same-sex couples to marry and to have children by adoption or by biological means.
This legislation, introduced in March 2013, was approved almost unanimously (19-1) and could go into effect as early as next week.
“What’s important is that we changed the traditional system of marriage,” legislator Samuel Acevedo, who introduced the legislation in Congress told Vanguardia.
“The code says that marriage is a union between a man and a woman with the aim of procreation, and now it will say that marriage is a union between two people with the possibility of procreation or adoption.”
With the support of almost all political parties and the Governor Ruben Moreira Valdez, Coahuila show once again it is in favor of LGBT rights. This state was the first to approve civil unions for same-sex couples in 2007.
